Operation Popeye: Vietnam, 1967–1972
The U.S. military ran Operation Popeye, a secret project to extend the monsoon season over the Ho Chi Minh Trail. By seeding clouds with silver iodide, they created weeks of relentless rain to bog down enemy supply lines.

- Scale: 2,600 cloud-seeding flights.
- Outcome: Trail traffic slowed, crops destroyed, flooding spread.
This was official, documented, and admitted decades later. Weather was a weapon then. It is a weapon now.
Cold War Competition
The Soviet Union also experimented with atmospheric manipulation. Reports describe:
- Storm steering through cloud ionization.
- Hail suppression via aircraft and rockets.
- Auroral modification projects parallel to U.S. ionospheric research.
Both superpowers raced to dominate the sky, knowing control of weather meant control of war and resources.
The HAARP Era
By the late 20th century, projects like HAARP scaled weather war into a new dimension: ionospheric heating. No longer confined to spraying particles into clouds, operators could now pulse massive RF energy into the sky itself, bending jet streams and steering storm systems over continents.
Key patents linked to HAARP describe:
- Altering atmospheric layers to affect climate.
- Generating artificial ionospheric mirrors for radar and communications.
- Using high-frequency transmissions to manipulate weather patterns on demand.
NEXRAD and the Civilian Front
While HAARP worked the upper atmosphere, NEXRAD radar installations blanketed the nation at ground level. Each station capable of pulsed bursts strong enough to disrupt condensation and scatter storms. Sold as “civilian radar,” but designed as a dual-use system.
The pattern is identical to other military technologies: first secret, then public cover story, then full deployment.

Those who scoff at “weather weapons” ignore half a century of documented programs. What began in Southeast Asia is now deployed over North America. The drought choking the West is not natural evolution — it is the final act of a long playbook.
